EL CENTRO 性视界传媒 The El Centro City Council, in a split vote Tuesday, approved a total budget amount of $162.45 million for the 2025-26 fiscal year.
Andy Heath, with the city性视界传媒檚 finance department, presented the council with a lengthy report on where the city stands now and in the future.
The budget is about $2 million higher, which he called a placeholder for salary increases once the city性视界传媒檚 classification and wage study is completed.
Five of the 90 city funds make up 60% of the budget, he said.
About $52 million has been budgeted for capital improvement projects, though Heath said some of that is a carryover from previous years, where a project has yet to be completed.
He reported that the number of employees working for the city is 244.5 FTE, and all of the positions are now filled, but saved $2.3 to $2.4 million for past vacancies. Heath built in $874,000 for vacancies for the 2025-26 budget.
While the city is waiting on the study for classification for wages, Heath said if every employee in the city received a 1% increase, it would cost $200,000.
Heath was asked if $2 million would be enough and if he could guarantee $2 million would be enough as a placeholder for increasing wages once the study is completed.
Heath said he could not guarantee that but added there is money in the budget to cover the potential wage increases if they exceed $2 million.
However, council members Claudia Camarena and John 性视界传媒淢arty性视界传媒 Ellett wanted to vote on the budget but wanted to leave out the funding for nine positions that had no job descriptions.
Council member Sylvia Marroquin then made a motion to approve the budget as presented, and Council member Michael Crankshaw and Mayor Sonia Carter sided with her for a 3-2 vote.

Camarena told the Imperial Valley Press that she opposed the motion for a variety of reasons.
First and foremost, the council was given about a day to review the budget proposal, which was not enough time, she said.
Councilwoman Camarena also said she did not understand how positions, some with six-figure salaries, could be approved without any job descriptions, which she wanted to see.

Camarena said she was also uncomfortable with providing six-figure salaries to a few employees while a lot of the staff are struggling to survive with their salaries.

She also said the city has about 300 employees and questions how a budget can be passed without knowing the salary of their employees.
She said she is happy the temporary employees, some of whom have worked in the city for 10 years, were listed as full-time workers in the budget.
